Fair warning: This is gonna be a long post. Like... Really long.
Hi! My name is Barry Allen. One of two currently in town. On the loveboard I'm AdoraBarry Allen. That helps more in conversation and on the loveboard, I guess? Anyway, I wanted to give just a general town-wide welcome to town explanation type thing for anyone new to town. Contract signed or fluxed. More leaning toward the fluxed in types, though since you should have a bit more of an idea of what you're signing up for when you come here of your own free will?
Right! Anyway! Welcome to New Dodge! On behalf of the entire town council, I really hope you enjoy your time here, and for those who fluxed, I'm sorry for the inconvenience. It will take about six months before we find specifically where your original world is. Don't worry, though, it is currently in a state of stasis based on the exact moment you left. So you'll be able to go back right to that very moment once we do find your world. But the good news is that if there's someone you know from your world they might have their near identical version of their world found if you need anything? Maybe with more or less exposure to what you've experienced. That's... That's all kinds of confusing, though, and really hard to explain. And... Probably for another day.
Anyway! Uhm. New Dodge can be a bit tough to get used to. There's a lot I can explain but it won't make sense until you're living through it? Easiest stuff to explain off the bat is that the town has definitely been through a lot. Like... We have things that seem to crop up yearly. Sometimes kids from the future of New Dodge come to visit, the world goes to hell at least quarterly, it seems, and there's like little mini inconvenience things sprinkled in? Like... Aging up or down, ghost moon is kind of something that falls into that... Uh... Kind of limitless. And potentially weird?
With all of that experience the town's been through, the people of the town have varying reactions to it at this point. Some are heroes back home, or anti-heroes, or general helpers? For either selfish or selfless means? Doesn't mean they're bad people if it's the selfish means, though. Massive don't judge a book by it's cover thing. With the people, though, there's varying degrees of 'been there done that' types of reactions, too. Some have been here for a couple months, others couple years, some have been here even longer.
I know my explaining the town isn't the most... clear, necessarily? I tend to ramble. But we're all willing to help. More than willing to help. All you need to do it reach out. I figure the heads of the more prominent parts of town can reply to this to explain their roles and stuff too, if they want? Makes things easier for people to know who might be easier to approach for questions.

Why do you think your character would work in this setting?
He'll definitely be in shock when he shows up, and maybe disappointed because he literally just started his race with Superman. But he'll adapt fairly quickly to his surroundings. Try getting home, all that, but eventually settle here and be fine with things. Or fine-ish at least.
How do you plan to expand their CR?
Barry doesn't have many friends. He'll be talking to people, showing off his smarts in the process, probably more unintentionally than anything. He'll definitely be more prone to maybe babbling on about things and realize after, but he'll try controlling himself at least.
What will your character do for work?
Taking over the delivery service.

So going from racing Superman to being at the edge of the dome in New Dodge was definitely not what he had expected for his day. Barry Allen looked around, trying to find maybe a source of water, even. Did he manage to run over the ocean? Was the world covered in some kind of dome thing?! Is that what was happening?!
Well it was time for a quick jog around the dome to see what was happening. And an oddly relieved sigh to himself as he found this was not the world and it was not surrounded by a dome. Followed by narrowed eyes because he was obviously not home if that was the case. "Maybe another run around and watch what's going on here..." A murmur to himself as he went for yet another run, aiming to listen to conversations, snag some books and information about the town, all of that. So a space colony. He didn't fully understand it and he figured part of it just was about the whole shock in random displacement in the multiverse thing.
"Soooo let's go somewhere that'd help..." He said quietly before zooming off and ending up at C&P at the front desk, cowl of his suit down for the moment. "Name's Barry Allen and I really need a run down from an actual human being."
